Elgin Factory Minute Wheel for 8/0s Grade 554 Elgin Military issue watch, spare part #FO36-7198088, originally packaged in June 1952, new in sealed packaging. The TM 9-1575 Ordinance Maintenance Manual confirms this was made for the Grade 554 movement, which was either 7j or 15j. I am unclear as to whether this will also work in a Grade 539 which is the sweep model.  I specialize is hard to find watch parts so I usually have whatever you might need, all watch parts are unconditionally guaranteed and reasonable offers are always welcome.
